SB 2254    RELATING TO PRIVACY OF HEALTH CARE
SD1, HD1   INFORMATION                            HLT, CPC/JHA
HSCR 924   Clarifies  the  general  rules  regarding  use  and
        disclosure of  protected  health  care information.
        Effectuates Act 87, SLH 1999, on July 1, 2001.

SB 3129    RELATING TO HAWAIIAN HEALING PRACTICES     HLT, CPC
HD1        Extends sunset date from July 1, 2000, to July 1,
HSCR 942   2002,  for  allowing  traditional  Hawaiian healing
        practices by traditional Hawaiian healing practices
        by traditional native Hawaiian healers, and extends
        the submission date of  the  final report to twenty
        days prior to the regular session of 2002.

 
SB 2711    RELATING TO ADMINISTRATIVE PROCEDURE       EDB, CPC
SD1, HD1   Provides that any administrative rule that has been
HSCR 1035  adopted pursuant to  statute  or ordinance that has
        been  subsequently   repealed   shall  be  repealed
        automatically upon the  effective  date of this Act
        without regard to chapter  91,  HRS.  Provides that
        whenever a statute  or  ordinance  is repealed, the
        administrative rule that is adopted pursuant to the
        repealed  statute    or  ordinance  shall  also  be
        repealed automatically  without  regard  to chapter
        91, HRS.  Provides for the review of administrative
        rules   by   the   joint   legislative   management
        committee.  Prohibits  agencies  from exceeding the
        scope of substantive statutory authority confirming
        the power  to  adopt  rules.    Requires that rules
        adopted  to  comply  with  federal  law  not impose
        regulatory  requirements   in   excess  of  federal
        requirements,  except  when  justified  by  certain
        conditions.


SB 2725    RELATING TO TOWING COMPANIES               TRN, CPC
HD1        Requires all towing companies, not only the ones
HSCR 958   being called to tow  a  vehicle,  to have a sign on
        vehicle doors with the name and telephone number of
        the towing business.

SB 2283    RELATING TO THE PUBLIC UTILITIES COMMISSION     CPC
SD 1       Authorizes the PUC to require the parties in
SSCR 2504  commission  proceedings  to   participate  in  non-
        binding  alternative  dispute  resolution  prior to
        hearing.

SB 2563    RELATING TO INSURANCE                           CPC
SD 1       Deems an unfair or deceptive insurance practice the
SSCR 2743  refusal to provide or limiting coverage based on an
        insured's potential third  party claim for damages.
        Allows an  insurer  to  be  reimbursed for benefits
        paid when the insured  has recovered damages on the
        third party claim by judgment or settlement.
